TV tuner devices are known incompatibilities and software supplied with them are poor. Most TVs do not come with drivers that with Media Center, you will probably be the software supplied with the device.
Some talk-show hosts will not install on Vista without installing everything possible and impossible for the driver.
Make sure you buy a machine tuner / video capture from a place where you can return them if you are not satisfied with the product.
You never know when the driver, that television in particular video capture device with the hardware is not compatible.
